As summer approaches, the Ministry of Municipal Affairs and Housing is increasing its efforts to raise awareness about residential pool safety.
Every summer, residential pools pose a significant drowning risk for young children who manage to escape adult supervision. These tragedies, preventable with the implementation of simple measures, are unfortunately too frequent.
In this context, it is essential to inform pool owners about the rules to be followed under the Residential Swimming Pool Safety Regulation, including owners of pools installed before 2010, who are now also covered by the regulation.
The Regulation primarily aims to control young children’s access to residential pools through measures such as installing a fence with a safety gate. It also requires obtaining a municipal permit for work related to the installation of a pool and the arrangement of adjacent equipment, such as a deck, platform, or enclosure.
It is important to remind that owners of pools installed before November 1, 2010, have until September 30, 2025, to comply with the Regulation’s measures, a recommendation issued by several coroners who investigated drowning cases in recent years. Moreover, all other residential pools must already comply with the rules.
It should also be noted that some co-ownerships may be eligible for this regulation, such as those with two floors or less. The boards of directors must ensure that the installations are safe and comply with these provisions.
The Ministry wishes to remind that various tools are available to secure a residential pool according to current standards, including:
Other tools are also available on the page dedicated to residential pool safety, such as the video by Émilie Heymans, spokesperson for the pool safety awareness campaign: “This summer, I secure my pool.”
Do not hesitate to use and share these tools to increase their visibility and contribute to awareness efforts*.
